NITI Aayog Vice Chairman Rajiv Kumar on Monday dismissed Congress president Rahul Gandhi’s announcement of minimum basic income guarantee as a poll promise. He said, “This is an idea whose time should not come. Bordering on irresponsible, this is so typical of the Congress.”
