Why Does Kukke Subrahmanya Swamy Temple Need Govt Approval To Make Repairs?

The very well known Kukke Subrahmanya temple’s annual income is over Rs. 100 crores, and it receives lacs of devotees. The temple which needs to make critical repairs for a nominal sum, is seeking approval from the concerned Karnataka district administration. But the bigger question is when government funds are not sought, why does the temple need permission from the Karnataka state government?
